Job Description
Currently recruiting a Psychologist to provide care to active duty military members and their families at Joint Base Anacostia-Bolling, District of Columbia. The Psychologist is a full-time position, 80 hours per two weeks, schedule can vary, on call is required. Full benefits, including 17 days paid vacation/sick leave and 11 paid Federal holidays.
DUTIES OF THE PSYCHOLOGIST:
- Clinical psychologist is required to function in a patient-centered medical home (PCMH) location as a full-time equivalent provider as an internal behavioral health consultant (IBHC) and/or Behavioral Health Care Facilitator (BHCF) as outlined in DoD I 6490.15 Integration of Behavioral Health Personnel Services Into Patient Centered Medical Home Primary Care and Other Primacy Care Service Settings and the BHOP Practice Manual. Internal Behavioral Health Consultant in the Patient Centered Medical Home (PCMH). The type of work may include, but not limited to, the following:
- Participates in and successfully completes two phases of Air Force IBHC training. Demonstrates core competency skills to IBHC independent practice within 90 days of starting. The 90-day threshold for demonstration of core competency skills will be extended if the Air Force is unable to provide training opportunities within 90 days.
- Phase I training is approximately four days onsite at a CONUS location. The candidate shall have a 100% pass rate (minimum of a 3 rating in each competency area of the clinical competency tool) before proceeding to Phase II.
- Phase II training will occur within 90 days of completion of Phase I training for a two day course. The candidate shall have a 100% pass rate (minimum of a 3 rating in each competency area of the clinical competency tool) in order to be deemed acceptable for the position.
- Travel: The Government shall reimburse the contractor for all travel costs in accordance with the travel guidance in the contract PWS.
- Replacement/Turnover of an employee: If the candidate does not pass the course the contractor shall submit a replacement candidate upon notice of the candidate s failure to pass any training phase.
- Provides brief (typically no more than four appointments) cognitive/behavioral interventions in primary care under the Air Force consultation model (i.E., per the Air Force Behavioral Health. Optimization Program Practice Manual). Services will mimic the pace of primary care (i.E., patients seen for 15- to 30-minute appointments).
- May provide classes in format appropriate for primary care (e.G., stress management class, sleep enhancement class, chronic pain class). Works independently in the absence of direct oversight and adheres to Air Force values. Effectively uses appropriate communication format in addressing and resolving professional issues.
- Must be skillful and tactful in communicating with people who may be physically or mentally ill, uncooperative, fearful, emotionally distraught, and occasionally dangerous.
- Must possess organizational, problem-solving, and communication skills to articulate medical requirements to patients, families/care givers, medical and non-medical staff in a professional and courteous way Successfully consults with PCMs on-demand about general issues and specific patients.
- Ensures PCMs receive same-day verbal and/or written feedback on patients referred.
- Delivers brief presentations/trainings to primary care team members regarding behavioral health issues and IBHC services.
- Participates in team efforts to develop, implement, evaluate, and revise clinical pathway programs needed in the clinic. Provide concise documentation of care and recommendations in the patient s electronic medical record within the allowable timeframe defined by the MTF standard after the patient is seen.
- Effectively manage a full daily patient load, as defined by the Mental Health Business Practice Standards and BHOP Manual of completing approximately 8- 14 patient encounters per day duties may include supervision of providers who are in training or not fully licensed.
- Duties may include participating in Air Force-approved research projects relating to Primary Care Behavioral Health.
- Consults with medical personnel, legal authorities, and military commanders as required. Participates in military-specific training (e.G., use of the Air Force Guide for Suicide Risk Assessment, Management, and Treatment, pre-post deployment screening, PTSD, and combat stress, etc.).
- Attends and participates in meetings during normal duty hours and professional staff conferences and other appropriate professional activities such as, but not limited to the following: quality improvement meetings, professional staff meetings, commander's staff meetings, primary care staff meetings, and others required by applicable regulations, MTF guidance, or as directed by supervisor.
- Care Facilitator (CF) in a Patient Centered Medical Home (PCMH). The type of work may include, but is not limited to the following:
- IBHCs who are assigned to MTFs that have between 3, 000 and 7, 500 adult enrollees in the Family Health Clinic will provide both IBHC and CF services per the BHOP Manual.
- Participates in and successfully completes Air Force care facilitator training. Demonstrates core competency skills to CF independent practice within 240 days of starting. The 240-day threshold for demonstration of core competency skills will be extended if the Air Force is unable to provide training opportunities within 240 days Care facilitator training is an interactive computer-based training that is approximately three days in length. The candidate must complete all CF training requirements before engaging in CF patient care services.
- Contact referred patients to assess medication treatment adherence for depression, anxiety, and PTSD disorders. O Use validated brief symptom inventories to assess current symptom severity.
- Assess barriers to treatment adherence and help patient problem-solve solutions to barriers. O Provide patients with education regarding their behavioral health condition and treatment regimen.
- Maintain patient information in a patient registry.
- Maintain accurate and current notes in the electronic medical records of all patients contacted for review by the managing physician.
- Performs case management functions.
- Attends and participates in meetings during normal duty hours and professional staff conferences and other appropriate professional activities such as, but not limited to the following: quality improvement meeting, professional staff meetings, commander's staff meetings, primary care staff meetings, and others required by applicable regulations, MTF guidance, or as directed by supervisor.
- (Trainers) Clinical Psychologist Requirements:
- The individuals in these positions may be offered additional BHOP Mentorship 49 training from the BHOP Program Office.
- Utilize the AFMOA BHOP Program Office approved IBHC Core Competency Tool when supervising clinical work and providing feedback.
- Maintain monthly contact with the Psychology Residency Training Directors and AFMOA BHOP Program Office regarding the status of BHOP trainees to track the progress of residents and staff in required IBHC training.
- Participate in team efforts with the AFMOA Program Office, local psychology residency training directors, mental health clinics, and family health clinics to develop needed programming and clinical supervision plans for IBHC training.
- Ability to participate in AF approved research projects relating to BHOP and mental health if the need arises.
QUALIFICATIONS OF THE PSYCHOLOGIST:
- Degree/Education:
- Have a Doctor of Philosophy (Ph.D.) or Doctor of Psychology (Psy.D.) degree in clinical or counseling psychology from an APA-accredited psychology program or a program acceptable to the Office of the Surgeon General, U.S. Air Force.
- Have completed an APA-accredited internship/residency in professional psychology or an internship/residency acceptable to the Office of the Surgeon General, U.S. Air Force.
- Certifications in addition to Basic Life Support: Must be in compliance with Exhibit 5 requirements for a Psychologist.
- Experience:
- Have a minimum of one year experience as a licensed clinical psychologist.
- Must have one year experience in the last three years in the evaluation and treatment of patients who have pain, psychological factors affecting their physical condition, or difficulty coping with medical problems.
- Must have at least 12 months of direct hands-on experience in the last 24 months with computer operations, basic word processing, data entry, and use of an automated medical record system.
- Shall have a minimum of two years post-internship clinical experience in an outpatient setting providing empirically based treatments for a variety of clinical conditions/diagnoses and a variety of patient demographics such as age, race, and cultural background. The two years of minimal experience must: (1) be predominantly clinical rather than managerial or teaching in nature, (2) demonstrate treatment experience with adult patients (age 18+), (3) demonstrate experience with individual treatments and (4) demonstrate clinical experience with a wide variety of clinical conditions rather than focused on a specific clinic group (i.E., substance abuse, eating disorders, or domestic violence victims)
- Shall have a minimum of two years post-internship clinical experience which include experience with adult psychological testing, including personality testing, for clinical or forensic purposes. This experience must include written psychological testing interpretation reports either as a consult or in the context of a larger clinical evaluation report with at least two written reports per year (at least four writer reports).
- Shall have a minimum of 6 months experience as a clinical supervisor with empirically based treatments in an outpatient setting. Clinical supervisor role must include having had primary responsibility for regular one-on-one supervision, review of diagnoses, assessments and treatment planning, and review of documentation including evaluation reports.
- Must be proficient in typing and familiar with using a computerized electronic medical record system. O (Trainers) Clinical Psychologist: Additional requirements for selection to this position include at least 6-months combined experience working in an integrated primary care behavioral model. The AFMOA BHOP Program Office oversees and remains in charge of all BHOP related training.
- Board Certification: must be in compliance with Exhibit 5 requirements for a Psychologist.
- Licensure/Registration: Have and maintain a current license to practice psychology in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S. Virgin Islands.
- US Citizenship required (for access to government computer systems).
